LEADERSHIP

Weather Gage Advisory is led by Dave Rubin, who believes smarter, data-rich, and informed policy approaches are critical to maximizing the benefits of emerging technology.

Dave brings over 11 years of experience across tech, consulting, and government, with expertise spanning policy research and analysis, political risk management, campaign development and implementation, and direct advocacy.

Before founding Weather Gage, Dave served as Head of Policy Research at Cruise, an autonomous vehicle technology developer in San Francisco, where he worked for five years. In that capacity, Dave oversaw policy advocacy, thought leadership, partnership development, and collaborative research with universities and think tanks. He spearheaded all Cruise’s policy engagement on energy, electrification, sustainability, and decarbonization, and managed emerging policy risks around privacy, cybersecurity, AI tech, and international competitiveness.

He was previously at The Asia Group, a strategic advisory consultancy in Washington DC, for six years, helping Fortune 100 clients navigate complex political and policy challenges spanning regulatory redress, brand rehabilitation, market entry, and legislative advocacy.

Dave holds a Master of Arts in International Relations from Johns Hopkins University, concentrating in Economics and Energy, Resources, and the Environment, and a Bachelor of Arts in International Studies from American University.

He lives in San Francisco, California with his wife Zoë and their dog, Bella.
